ChatGPT is a chatbot that uses information on the Internet to provide conversational answers to queries posed by users. As of February 1, 2011, the monthly user scale exceeded 100 million. Microsoft, a major investor in OpenAI, has integrated its AI technology into search engines and office software.

However, ChatGPT experienced a leak of customer information on March 20. ChatGPT developer OpenAI announced on the 24th that it had taken the service offline in order to deal with a bug that caused a user’s chat history to be displayed to others. It is said that personal information such as credit card numbers (last 4 digits) and addresses of some paid users was leaked.

Government response to AI development

Since “ChatGPT” was released in November 2022, artificial intelligence has become a hot topic in the tech industry. While the development competition among major technology companies is intensifying, privacy violations and ethical/social concerns are increasing due to the black box nature of internal structures and operating principles that cannot be observed from the outside.

As calls for AI regulation grow stronger by the day, governments of major countries are considering ways to regulate generative AI software like ChatGPT.

In Europe, Italian data protection authorities have temporarily imposed restrictions on ChatGPT for suspected violations of the EU’s (European Union) General Data Protection Regulation (GDPR). Garante criticized ChatGPT for having no legal basis to justify the large-scale collection and storage of personal data. He also pointed out that there is no check function to verify the user’s age.

Following this, data protection commissioners in Germany, France and Ireland are reportedly considering similar measures.

In the United States, President Joe Biden and the Science and Technology Advisory Council met on the 4th to discuss the risks and opportunities associated with artificial intelligence development.

President Biden said tech companies are responsible for ensuring product safety and stressed the need to address potential social, economic and national security risks. He also said he would urge Congress to pass legislation to ensure responsible innovation and adequate safeguards, protect children and curb data collection.

ChatGPT is also being questioned by the US Federal Trade Commission (FTC), which oversees and monitors fair trade. In a document filed with the FTC, the Center for AI Digital Policy (CAIDP), a nonprofit research organization that addresses AI’s ethical, social impact, and privacy issues, alleges ChatGPT is a risk to privacy and public safety.

CAIDP also called for a freeze on future AI language model releases until they comply with FTC guidelines for transparency, fairness and clarity.
