IOTA broke a strong resistance, but has yet to turn it into a support

The European Commission is seeking innovative blockchain solutions for the European Blockchain Services Infrastructure. 7 contractors completed the first solution design phase and 5 were awarded procurement contracts for the second phase.

This phase, which is for prototype development and lab testing, is currently ongoing. The IOTA Foundation (MIOTA/USD) completed the first phase and is among the awarded 5 in the second, the Commission reported.

Purpose of the tender

The EC aims to implement PCP (Pre-Commercial Procurement) in collaboration with and based on the work of the European Blockchain Partnership (EBP). The EBP is an agreement concluded between the EC, all EU countries, and some countries of the European Economic Area. Its goal is to deliver European Blockchain Services Infrastructure (EBSI).

Scope

The PCP focuses on developing future capacities for EBSI to support new use cases with a high transaction volume for digital or physical objects. These can involve the digital product passport in a circular economy context, which makes data tracking and exploitation necessary for a wide variety of different products during their life cycles, including their materials and components.

The best design solutions make it possible to identify and characterize objects, their management, traceability, and exploitation of data concerning them. New approaches and advanced capacities are needed to improve sustainability and scalability, which is required to deal with high item volume and high velocity performance.

First tender phase completed by 7 entities

Five of the contractors to complete the first solution design phase were the IOTA Foundation, IOV42 IP Ltd, Orange Business Belgium SA, Chromaway AB, and Billon Sp. Z O. O. The other two were groups: Westpole Belgium with Net Service Spa and Flosslab s.r.l and Stichting Dyne.org with Infocert Spa and RIDDLE&CODE GmbH.

5 contractors awarded for phase 2A of testing and development

Apart from IOTA, the group led by Stichting Dyne, Orange Business, Chromaway AB, and Billon Sp. Z O. O. were awarded contracts for development of prototypes and testing in the second phase.

Open market consultation before tender

Before the tender was called, an open market consultation took place. It helped the parties involved gain a better understanding of the PCP process and the goals of the procurement.
