The Liberal Democratic Party’s Digital Society Promotion Headquarters web3 Project Team (web3PT) held a meeting on January 24th at party headquarters with the topic of “Reflection and Proposal (Draft) of the DAO Rulemaking Hackathon.” In addition to web3PT members, parliamentarians, and attendees from various ministries and agencies gathered in Room 101 on the first floor, businesses that participated in the hackathon held from late November to December participated online.
After web3PT Secretary-General Hideto Kawasaki declared the opening of the meeting, web3PT chairman Masaaki Taira, a lawmaker, said that DAOs (decentralized autonomous organizations) are “organizations that operate based on blockchain, and we truly see them as an incentive revolution. “Based on the results of the hackathon, we will start from where we can. Furthermore, we would like to implement policies with an eye to their final form in the future,” he said in his speech.
Next, Congressman Takuya Hirai, head of the Liberal Democratic Party’s Digital Society Promotion Headquarters, said, “This has been a point of discussion since the first white paper, and I feel like we’ve finally gotten to this point over the past year.”
Representative Kawasaki explained the “Review and Recommendations (Draft) of the DAO Rulemaking Hackathon.” After reviewing the background, purpose, and significance of the hackathon, participating organizations raised more than 100 issues and requests, including (1) legal issues, (2) tax/accounting issues, and (3) other issues. , he said.
Furthermore, regarding the direction of rule-making regarding DAOs, since DAOs have various purposes as well as operational forms, it is difficult to set comprehensive and uniform rules that apply to all DAOs. It is both difficult and inappropriate,” he said.First, he said, “I will make a proposal for rule-making to realize a DAO using a limited liability company,” and then explained the specific proposal (draft).
After Rep. Kawasaki’s explanation, questions and opinions were raised from the participating parliamentarians and those who participated online, and the proposal (draft) is scheduled to be made public within a few days after taking these into consideration.
